How can you cost-shift from one partner to another partner of the same workpackage?

In FP6 and FP7 the rules are the same for this:

As long as all the work is done that the consortium said it would do in the DoW, and you have enough eligible costs to cover all the costs you claim, it does not matter to the Commission which workpackages or partners do the work.

The transfer between workpackages – don’t worry about there is no issue.

The transfer between partners is OK as far as the Commission is concerned; just make sure that the Consortium Agreement can handle it.
