Can academic permanent staff (professors, associate professors etc) be paid by a project under the category of RTD?

The concepts of “permanent members of staff” and “Temporary members of staff” have no meaning in FP7, all staff – permanent and temporary - are potentially eligible as long as the correct rules are followed (e.g. time recording).

All staff can potentially be charged in all eligible activities.
